quoting a part of the question "the force for magnets to attract other objects is caused by moving electrons" hence the answer to your question is option B electrons. a stationary charged particle such as an electron or a proton causes electric fields. A moving charged particle causes both an electric and magnetic field. When we consider real life magnets, they are made up of either atoms or molecules (or both). Since in an atom protons and neutrons(which are uncharged particles) are present in the nucleus it is nearly impossible to separate them from inside the atom. So whatever effect is observed in magnets it is mostly attributed to electrons. I hope that clears your doubt.
